How do I denounce

I was denounced by Catherine and I want to denounce her so I can go to war with a CB. But I do not see any option to denounce her. How do I do that? Under my CBs with her is Declare Formal War but I still get a sever warmongering penalty. Any way to reduce that penalty?

When you are denounced by someone that essential means you have denounced them too. That is why you see the formal war option. The reason it is severe is that formal war doesn't remove that much warmongering. There are other cassus beli that remove more warmongering.

That's not logical at all. (Which is why in CiV you still had the option to denounce the denouncer - or not.) Denouncing your denouncer is a bit of a 'Russian reflex' reaction; in reality it doesn't happen that often. Denouncing a nation for political acts is a bit of a heavyweight measure. and is not done easily (except by ideologically motivated regimes).

It's bad design imo, but that seems to be how it works in this game.

It's not necessarily bad design, but it is a seemingly random departure from the habitual.
