How do I end an embargo so I can get strategic resources?

I was at war with a civilization on another continent that he started. Now that he sued for peace, I want to trade for Uranium, of which he has 1 extra. But because there is a trade embargo in effect, I can't do it.
How do I get rid of, or get around, the embargo? I'm not even sure where it came from.

1. Hit F4 to see which 2 civs are embargoing you.
2. Declare war on the civ you don't want to trade with.
3. Pay the civ with uranium to declare war on them too.
