How do i "free" a faction?

For example if roze gets her last base taken over and is eliminated, how do i bring her back into the game by freeing one of the captured bases?
 
Send a Probe Team to the HQ of the faction that eliminated her. When you probe that base, you'll have an option to free the eliminated faction. If the action is successful, the freed faction will become your submissive and will respawn somewhere on the map.
 
Can i free factions i myself have conquered?

I find its quite useful to have factions swear to serve me because they provide commerce bonuses even with a few crappy bases.

On the other hand is it possible as one of the alien races to have humans swear to serve you, and vice-versa?
 
What if the enemy doesnt have a headquarters, can you still free the factions he conquered?

They are also highly useful for votes on proposals on the Council, since each faction gets exactly one vote, regardless of size. So having some vassal states who have surrendered to you, or that you have freed, is very useful - for a nominal fee (usually 10 credits or something) they will vote however you want in an upcoming Council proposal vote. An independent faction might demand thousands of credits for the same vote. This makes it easy to pass measures like sending up the solar shade, melting the ice caps, repealing the UN charter, etc. that otherwise would be very difficult to pass.
