How do I get my first Governor ?

already on turn 65 and I don't have a Governor in my first city...what do I need to do? (sorry easy question but haven't played in years!!

Governors are unlocked via Civics for the most part

There's a low chance you can get one from a Goody Hut (I think that's vanilla behaviour?)

Otherwise, they're unlocked via Civics. Early Empire and State Workforce are the earliest you can earn.

Some wonders and Government Plaza and its buildings also provide governor titles.
