How do I get Uranium in this case ?

I am playing a peaceful Regent game and the year is 1800AD. I have superior technology compared to the other AI civs.

I have not fought one war in the game, as they have been attacking each other. I can see the Uranium icons but they are not located in my sphere.

When I try to trade for it, it doesnt even come up on the resource list of the other AI civs ? Is this because they are so far behind in tech, that they dont know where it is ?

Yep.

If its located on the fringe of the AI's borders, you can try planting a city next to the resource, and rushing a few cultural improvements to swallow it up.
 
You could also give the needed tech to one of allies (making sure it's a civ that has more than one), and then trade for it.

Of course, if you're really far ahead in the tech race, you could create superior military units, and just take it from them. :)
 
It will only appear in the trade if they have one spare, so that means they need at least 2 Uranium before they will trade it. They also need the appropriate tech before they can trade it.
 
Another option could be to :
Target a civ with Uranium close to your border.
Find out if they are at war.
If they are sign an MPP with the civ they are at war with.
You'll get pulled into a war next turn (as the rescuing hero of course so no damage to reputation)
Take the city with Uranium and maybe a few others surrounding it as a buffer zone.
Wait the 20 turns for the MPP treaty to expire
Sign peace with the civ.
