The first time I played I checked the option "Always War", but that was only ALL the A.Is against me, they ddin't fight each other. Then my second game, I checked the box "Always war or peace", now there's ONLY peace for everyone. Then after wards, I checked "Always war or peace", and "Always War", and it ends up the same as peace forever.

How do I make it that all the A.Is and me are at war with each other foerver? Liek a big free for all.

Are you really certain that "Always War" does not cause perpetual war between the A.I. players? I never tried it, but I thought it did.

There is a workaround...if you have no pseudo-ethical reservations against the use of the World Builder.

When you start the new game, at the very first turn, you go into the diplomatic section of the World Builder (ctrl+W) and you set a state of war between everybody. Also : push all the sliders to the extreme left, imposing very negative attitudes of each nation against all other nations. And later on, if you realize that some A.I.s have made peace, you go back into the World Builder and reinstate wars and negative feelings.

It is not using the World Builder to cheat, but rather, as an efficient tool to complement the game set-up.

Well, I'm not sure that's an option. The war weariness would ruin everyone and war weariness is a part of civics, wonders, and buildings so it'd be a bit odd to remove it if this kind of setup was a modded in.

I'm thinking if you want a much more hostile game then do a custom game where you set the 'Aggressive AIs' flag and disable the more peaceful victory conditions - maybe only leave conquest and domination enabled. For extra spice make sure you include all the leaders with the aggressive trait.

there is an 'always war option', it induces permanent war between all AIs and the human player. I don't know about the relationship between 2 AIs.

The original poster wanted a way to set perpetual war of all against all, to paraphrase Hobbes. The "Always War" option, according to him (and you), does not accomplish that...so I suggested tinkering with the World Builder, but a subsequent poster observed that my workaround would cause too much "war weariness".

Would someone please take the time to explain what is "war weariness" and what are its consequences, especially in the context of a World War of "all against all" ?

There is no way to make all AIs fight each other at the same time but there is something you can do that will only take a few minutes of your time. First, go to world builder and click on the button that shows two hands shaking. This is the diplomacy mode which enables you to change AIs feeling for each other and for you. Second, put all of the slides to negative 100 for every AI with every other AI slider. This will cause every AI to instantly loathe one another which will guarantee many wars between many AIs. This also can be reversed so that every AI can like each other or you. Also, hit the Always War button too so they will fight you too. Lastly, hit the aggresive AI button and watch the fireworks.

Argh, I guess I will have to use the wolrd builder then.

What's the point of the option "Always peace or war" when it only sets peace?

And when you put "Always War", there is NO war weariness.
