How do i merge units into armies?

first, you have to create an army unit -> by using a great leader or building it in a city with the military academy. now put your army into a city. then put the unit you want in it in the same city, and press 'L' to load it into the army. repeat as necessary. before you ask, no you cannot take units out of armies.

Load buttons will also appear on your screen.

Unloading the units for upgrading is the problem. It might be possible with Patch 1.17, one of the few good things about that patch. (Editing Army units in editor does not seem to allow for unloading).

You don't need to be in a city to load units, you can do that anywhere just by pressing the "L" key.
