How do I put Blue Marble into a mod?

I play with LoR (latest version), and it seems that while it has ethnic cities and units, it doesn't have the Blue Marble terrain that the download promised. I'm unsure of why this is. I tried installing Blue Marble manually, but despite the fact that I selected terrain and leaderheads, it only affects background and themes. Perhaps the download only works on base Civ 4, but I don't play unmodded games anymore.

Can anyone show me how to install Blue Marble graphics on an already existing mod?
