How do I split a civ in half?

Sorry if this has been explained elsewhere, but I've dug around without success.

Here's the deal. I'm in 1st place (Persia) on emperor. 2nd place Spain has 19 cities. 10 of these are in revolt (thanks to industrial sabotage). I made a mad dash for the Spanish capital (Madrid) to try to split the Spanish in two.

The green civilization is out, having restarted once. Japan died, then Babylon died, so there should be a "spare" color for the Spanish to break into - namely, into a Spanish and Zulu civ.

However, when I took Madrid, there was no split. How exactly do you get a civ split to happen? :mad:

Edit: Tested the theory that the attacking civ must be weaker than the defending (splitting) civ. In cheat mode, added some French soldiers (France is far behind Spain) next to the empty Spanish capital. French took it, no split.
 
It happens randomly when you take an enemy capital, so its up to the RNG whether you get your split. :sad:
 
One time, I got bored and I activated Cheat Mode to have the computer play as my nation ("No human player" option) in the first game in which I sabotaged my own launched spaceship. My power rating was Supreme, and I had 90-100 cities. No one else even had 30 cities. The computer, as my Americans, was able to eliminate the Sioux (who did not regenerate), then sacked Rome (the Roman capital).

Since there were now less than 7 civs, the sacking of Rome triggered a Civil War which split the Roman Empire into the Romans and the Indians (rebel faction). It is absolutely necessary that less than 7 Civs exist at the moment for such a split to occur.

I think a great example to play around with would be in the WW2 Scenario, I haven't played it for years, but I remember I always used to split Russia into civil war, if I could. I'll give it a try and post results once I'm done playing with my new Christmas games :D.
