I'm not sure you can? Civ is designed to be used with mouse and keyboard. But I could be wrong offcourse

there is a program that turns joystick movement (so prolly gamepad to) into mouse/key actions
my cousin uses it, i'm gonna ask him what its name was as soon as he's online... i think it was something like joy2key or joy2mouse
