How do increase the number of opponents?

I read in a number of posts on this board that people are playing against 15 other Civs. My question is: How? I haven't found the option that would allow me to increase the numer of opponents.

In the screen where you pick which civilization you are going to play as. To the right is a list of the other civs. Just make sure that none are set to 'None' and then you will play against all the other civs.

You also have to be playing on the largest map type

...or edit the rules to allow more players on a small map. 16 players on a tiny map is a wild ride.
