how do ou edit a saved game?

is there anyway to edit a saved game? i've tried and tried, but it keeps telling me : "not a bic file" , does this mean you can only edit scenario file? Help

civ3edit can't manipulate .sav files.

Try Gramphos's Civ3MultiTool, it includes a savegame editor that has quite a few options.
