How do you access cheat menu for XP version

I just got Col for windows and I am running with XP, how do you access the cheat menu? I also have one other problem, I cannot recruit Expert Farmers from Europe, ne1 know why this may be, thank you in advance.

Alt WIN brings up the cheat menu but I don't know if this works on all versions. You should be able to hire Farmers OK if you have the funds (they cost 1100 gold), however I prefer to send colonists or indentured servants to an indian village to train instead.
