Granted, the extra citizens would not become "workers", but each one over the maximum amount can help with happiness, science or taxes. Also, each one counts as a content citizen and therefore adds 1 to your civilization score for each.
I think that there is a maximum of scientists and/or tax collectors that you can have - after which they are all "Elvises". Still, if you are going for a super high score, and you have enough cities that have built what they need in their infrastructure, food caravans/freights are a way to help boost a score.
If you are not going for a high score, the tedium can be terrible and I would advise against it.
