How do you cancel a ROP after 20 turns

Open diplomacy with the civ with which you have the ROP. At the bottom of the main screen you will see 3 selections: Clear Table, New and Active. Click on Active. That will tell you what agreements you have with that civ and how many turns are left before the agreement expires.
Click on the ROP and it will jump back to the main diplomacy screen. You can click Clear Table to end the agreement.
