How do you get more embassys?

I researhed the writing and it asked me if i want to use a embassy or somth8ing, i said yes than i used it on Greece
Than i want to use another embassy, How do i get another one?
I'm new to this game.

i believe you right click on YOUR capital and select it

ctrl+E brings up a menu so that you can establish embassies
