Just create a new directory in your mod's patch (Civ4BTS\Beyond the Sword\Mods\).

You may have installed 2 mods or even more in BTS (they need their own's directories). So, your RFC Rand files will be here: Civ4BTS\Beyond the Sword\Mods\RFC RAND\
