How do you make a declaration of friendship?

I am trying to make a declaration of friendship with the ai so that I can make a research agreement but I can't. I looked for the option in trade, demand and discuss but the declaration of friendship option doesn't appear. Only option that appears is the open borders option. How do you make a declaration of friendship with the AI?

It is in the Discuss screen, but if you or the AI recently asked for a DOF and it was denied (by either party) the option doesn't appear again for some number of turns.
