how do you make the AI declare war?

I keep reading about having the AI declare war. How do you do it? Whenever I try they just will not declare war. Thanks in advance for your advice.
 
Try planting spies, stealing techs with embassies, or insisting they leave your territory.
 
I usually demand stuff from them. If they say no, just keep demanding. This usually works if there aren't any of their troops in your territory.
 
I combine both Art of War's and eyrei's strategies. For them to declare war, they almost always have to first be 'furious' with you. Do this by demanding one of their cities as tribute. When they say "we won't give into your demands", just keep demanding it. They will go from polite to cautious to annoyed and finally furious. When they are furious, then fail at a spy mission or demand they move their troops from your territory. If they are just polite or cautious and you fail at a spy mission they usually just ignore it.

This is one of the easiest parts of the game! Just piss them off really bad. Lowball on trade deals, make unreasonable and obnoxious demands, continually violate their territory, and make trade embargoes against them. :D

Remember, you don't suffer a corruption hit if its been more than 20 turns since you signed a peace treaty.
 
This is the best way,

You go talk to the leader you want to kill and then you ask him something impossible, you know, like when your domestic moron tells you:" They will probably be insulted by this deal.". Well you got the deal you're looking for. Keep on clicking until he gets furious and then just put one or two offensive units on his territory. When he'll ask you to move you just say :"That's it. Goodbye....." And he'll most likely declare war.

This is the best way to keep your reputation intact.....well almost intact.

And the best use for the crummy Espionage function in Civ III is indeed getting the other guy to declare war on you. The missions usually fail, also,

Of course, I wouldn't even do that unless I had Edited way down the costs for everything related to Espionage including the advance, Sm Wonder, and missions.

Man, spying was so much better in Civ II.

The one that usually worked for me is to use your spy to "expose enemy mole". But you need to have an almost same level of military strength. If you're much stronger, they'll just threaten to declare war. It'll work too, if you're weaker, but then again, if you're weaker why would you want people to declare war on you?:cool:
