How Do You Recruit Courtiers?

Seriously, every game I'm bottom of the rankings with numbers in the mid to high teens while the AI is in the mid-20s all the way up to the high 30s sometimes. I try to recruit every free courtier I can through the tech tree but that's obviously not enough. What am I missing?

A judge leader can use the "Hold Court" mission, which gives you a 20% chance to a new courtier.
Normally you only get them from events and bonus tech cards.
There are no other ways.
