How does buying techs work?

I guess I dont understand how for example a civ can be producing infantry and when I try to negotiate buying techs from him, Nationalism isn't even listed. Does it not show the most recent techs aquired by the other civs?

you dont need nationalsim to produce infantry also maybe you have already reaserched it and so has he

Are you still in the middle ages? You can't buy a tech you don't have the prereqs for. So they won't show on the shopping list.
