How does one set a tech rate for a map (and other questions)?

Mmmm? Everytime I have made a map, it starts out at 40 turns per tech (always), telling me the tech rate is at least 140 or 150. Is there any way to change it to like 100 or 120?

Also, is there a way to change the dimensions of a map after making it? To like add small parts or take away? Cause when you make a real map, its hard to guess accurately exactly how big it should be.

Lastly, can you make a map static (if thats what you call it)? That is, can you make it so there are edges to a map, so the map doesn't go on forever, but stops at points (like the top and bottom, for the sides)? I know civ2 had this option...
 
I don't know about your other questions, but you can set the tech rate in the editor under World Sizes. I'm not sure exactly what the rates mean (except that they generally control how long it takes to get techs), but all it says in CivEdit Help is that larger maps should have higher tech rates.
 
First, go to Tools and uncheck Use Default Rules.
Next, go to Rules/Edit Rules.

For tech rates: Go to World Sizes, and type in a new tech rate in the correct box (bottom right).

For min/max tech times: Go to General Settings and type in the new times in the boxes (bottom left corner).
Additionally, for Future Tech Cost you go to General Settings and the bottom left.

If you mean by changing the overall map size, I believe you can't. As to making a map flat (or static like you call it), Gramphos' Civ3CopyTool can do that.

But if you want to slow down the tech speed in the game, what do I have to do, raise or low the tech number?
I have rezised the large map from 140x140 - 160x160 and added 16 civ's into i. It works great, no lag, but I allso want to reduce the tech speed, since I hate to reach the Modern era in the late of 1700, at the regent level. I have tried to raise it from 180-210 and even reduced it from 180-150 with no luck so fare. So what do I have to do, any idea's?
 
Make sure you're adjusting the tech rate for the correct size of the map. If you adjust the tech rate for Tiny maps, I don't think it'll affect a larger map. I hope this helps.

If you want to SLOW down the tech rate, bump the 180 setting on large map to 240. This will produce the SLOWER tech rate of a huge map.

Be aware of the 'max' tech cap in the General Settings. There is still a 40 turn maximum for a tech unless you change that setting as well. But don't go overboard. A max rate of 60 might mean you won't get out of the ancient era for a very very long time.

Thanks. That will make it more easy. I shall try to set the tech rate to 240 and see what's happen.
