How does that railway cheat work again?

I have tried to get that railway cheat to work, the one that lets an engineer in a boat build a railway on the ocean.

But i cant get it to work..........

Which is a shame, cos I have one or two ideas I want top try out.

any ideas?
 
I'm not sure if it works on all versions of Civ 2, so tell us which yours is and someone will advise you whether it works or not. Basically, you put your settler on a boat and when it is in the position you want the road to be, activate the settler inside the boat, as you would to make him land and then set him to work building a road. You cannot move along this road, but will benefit from the trade arrows it brings. To RR, I assume that you just do this again. :)

I was just trying to make a scenraio/map where it was important to defend the 'channe tunne' altough it would be a bridge in reality.
 
Without cheat mode, the RR on sea Cheat is only allowed in Civ1.
But in Civ2, you activate 'Cheat mode', change the wanted sea-tile
to a land, then you put there a railroad on there, and change
it to a sea again. I hope this is what u need.
 
you can have a special chunnel unit that is placed on a grassland square in the english channel that connects france and england. in the events editor you can have an event that says:

i took this event out of the allied force scenario about the NATO campaign against serbia.

basically, this event says that if the bridge is destroyed, change the terrain to ocean.
this kind of event might be MGE or FW only, I'm not sure.
