I ask, because I'm running into a very odd situation.
I'm playing a SID game.
I have 2 luxuries, in republic.
I have 2 cities, 1 is size 7, the other is size 8. Both have courts and a temple. The size 7 one has a lib.
Here's the wierd thing: the size 8 city has 4 happy and 4 unhappy. The size 7 has 3 happy and 4 unhappy!!!
If I add another citizen to the size 7 city, it has 4 happy citizens!!!
the only thing I can think of is that I have phony wars going with 2 different opponents - what I don't get is why it works the way that it does.
Anyone have a theory, or know exactly how war happiness works?
