How many "Workers" can join a city?

I see that you cannot rush-buy wonders, so I tried adding "workers" to that city, it help speed up things, but after a couple workers, any additional workers are not allowed to join as citizens. Is this something I am missing? Any/all help would be appreciated!

Are you hitting the size 6 or 12 limits? You must have fresh water or an aqueduct to grow over size 6, and a hospital to grow over size 12. So, you can't add workers at this level.
