If you mean your GZ is not making as much as it should then that will be down to some spies being successful. You can check in the espionage.csv file or provide an unmodded save.
The GZ honeytrap is a two way street, you will kill lots of spies but some will roll that low %
I tend to use GZ to train up spies but it does cost £££
OK so that means I might have attracted more spies that I can handle. Well at least at some point I'll have the achievement 'pokemon' with every enemy spies captured.
I don't see how a second spie might help even if the first one has the 'protect whole city' promotion.

It's fairly common practice it seems.
Well, it's embezzlement, more correctly. And governments neither embezzle nor launder the entire gross national product of other nations. Nor do they make a habit of sending art thieves into each others' museums so that they filch a painting for public display back home. Not too thematic really.

But what would be thematic and potentially pretty cool is if there was a way to interrogate captured spies, perhaps with another spy or a city project. Success would siphon diplomatic favor, maybe boost diplomatic visibility or improve espionage success chance against the prisoner's civ. A failure might result in an escape. Maybe something that could get unlocked with tier-2 government plaza buildings.
