Bamspeedy and Anglophile make some good points. I started off playing civ2, then moved to ctp1 for a while but I wasn't that impressed; but I thought ctp2 was fantastic and when I first played civ3 it felt very disappointing and empty because of the mediocre editor and the paucity of civs, techs, governments and wonders. The fact that firaxis hadn't adopted the ctp2 the combat system almost shocked me into taking the game back to the store.
Having said all that though, the AI in civ3 is much better than ctp2's. This is the main reason that I tolerate all the poor aspects of the game. Of course, now that it's obvious that civ3 was purposely made like this in order to make money on the XP, I am hopeful that firaxis are capable of making an innovative and editor-friendly civ game.
