ctrl-w. this only works if you do not have Lock Modified Assets checked when you set up the game.
you can also access it via options menu but i prefer key presses.

Do you have Civilization IV? If not, you'll need to buy one. If yes, you can start a game, and press Esc. Then you can click on the World Builder option.
