How to achieve maximum fear and respect?

Anybody earned this achievement, yet?

I've got several AIs pretty close to or already at maximum respect. I'm building troops now to try to drive their Fear up. Do I do that with number of troops or with power of troops? So far, I'm building the ultimate affinity units, at least where I can do so with limited resources. Anybody have any advice?

Nm. I just kept pressing ahead. I granted some diplomatic deals that raised my Respect the last point, and then I just kept building big military units, and I got the Prince achievement.
