How to airlift units?

I'm sure I've missed something obvious here, but I can't get airlifts to work.

I purchased a Bazooka last turn, in a city with an airport. It's sitting in the city, I want to move it one tile outside a city that also has an airport. I've clicked on the airlift button (and also tried SHIFT-A), and both times an airlift icon comes up.

I've tried clicking on the destination tile, the destination city, the current city, both left and right click, nothing happens. How do you airlift units?

Yes, but a nearby tile is vacant. I thought I could airlift either to the city or to an adjacent tile?

You can airlift to a tile that is adjacent or in a city with an airport, and doesn't have an enemy unit adjacent.

The city can't have an adjacent enemy unit, or the attempted tile of landing?

The tile. I'm not sure about tiles that are blockaded by an enemy unit.
