How to Change Food Consumption?

I've tried to find this but I couldn't so I was wondering how do you change the amount of food each citizen eats each turn. The reason I'm asking is bacause I just downloaded Rise of Mankind and i want to lower the food consumption from 3 per turn back to the Civ4 default.
