How to change the vassal state's rules?

I really hate that when I start a war with one civ, so many others involve even they are too weak to defends theirselves!

is it possible to change the rules for vassel state? so the master civ's relationship with others doesnot affect their vassal civs?

I believe you'll have to use the SDK for this (C++ language). See Kael's stickied thread in the main C&C forum for this.
