Criminals with records are typically not allowed to purchase firearms. But thanks to the NRA gun nuts and Congress there are a ton of loopholes which make it quite easy for them to do so.

Would you like to see the world's most powerful nation erupt into a civil war? This isn't a right wing nut here speaking, we have roughly 300 million guns in circulation not counting those held by law enforcement and the military. Now in a situation where someone tried to outlaw/confiscate weapons in the US more then likely a lot of law enforcement and military would side with the populous. You would end up with a blood bath and even more weapons would end up in the hands of civilians.

Require them to find out first just like licensed gun dealers must do.And if the person that purchased the gun didn't know about the person they were buying it for having a criminal record?
If they can pass the background check they would have likely bought the gun themselves. But either way you can't very well stop pre-crime in a free and open society where everybody ostensibly has the right to own a reasonable firearm.And are repeat offenders really the main cause of gun crimes, or first time offenses?

I have no idea. But I'd be hugely surprised that the very first crime someone was caught doing involved a firearm. Guns in the proper hands save lives, Mass shootings typically occur in "gun-free" zones. This is why they need to get rid of gun-free zones and allow for a nation-wide CCW, with strict training and qualifications.
