How to disband a useless city?

A Japanese city flipped to join my empire (it was a couple of tiles away from my culture city). There are silk and cow resources within the fat cross of my culture city and on the adjacent tiles of the previously Japanese city of Edo which flipped to me. Other than the 2 resource tiles, Edo does not have any other desirable reasons for me to hang on to it.

I tried saving & gifting the city to a distant neighbor, but the peaceful gifting seemed to transfer the original adjacent squares (inluding the cow/silk) to the 3rd civ.

I dont want to go to war at this point to destroy the city. Is there a way to disband the city peacefully? A command perhaps?

Does starvation work? I have caste system as my current civic which I can use to grow my treasury/increase research. However does the city disband when starvation affects the city at size 1?

Any ideas?
 
You should have refused the city when it switched. Now you're stuck with it. The only option you have left is to gift it, then attack and raze it.
 
Can you use Draft or Slavery civic to reduce pop to 1, then attack for auto-raze? Different out come maybe?

Just destroy the 3rd civ city nearby to get the good tiles! :goodjob:
 
I have only had the option to raze a city when it is newly captured.

I did not get the option to refuse the city when it desired to join my empire. Is there a setting that disables the option to refuse such a request?
 
Actually, I have overlooked this in the past, but when a city flips to you I believe the two options are:

Install a new governor! (keep it)

Disband the city; we don't want it! (burn)

Thus it is the same as capturing a city by war and gives the same options. If you didn't want it after the flip but for some reason didn't want to burn it (relations?) you could immediately gift it back. I guess.

Yep, I have disbanded quite a few cities.
