How to exclude other civs

Hi,

I'm new to modding and I was wondering if there was a way of excluding one civilization if another is playing, without removing them completely.

I.e. Civ 4 had multiple leaders for one civ, and and I would like to add another leader for the China civ, however I don't want Wu ZeTian to be able to play if my leader is selected as it would be confusing as they both have the same city names.

Is this making sense?
