How to get AI diplomacy hints popup to show up?

I've watched a few games online and seen a few people mention a popup that appears over AI players for diplomacy displaying past negotiations and why they like or dislike you. I've never seen this. I'm on Steam and have the most recent updates. How do you turn this on?

Just open the diplomacy screen and then move the mouse over where it says friendly/guarded/at war/allied for each leader. Though you must be directly on it, a bit left/right or above/below the text and it won't work. Very unintuitive designed.
