How to give captured city to ally (vassal state)?

Ok, so I got Japan to be my Vassal State. After helping Japan out with resources, economy, military, and what-not, I got it rise from being one of the poorest, crappiest civs in the map to second best (second to mine). However, Japan quickly ran out of land so I decided to capture all cities from its neighboring civ, the Greeks, and give 'em all to Japan so that Japan can have more land. I captured the cities, but when I trade with Japan I don't have the option to liberate those cities and give them to Tokugawa. I'm guessing it's a cultural issue? Because when I scroll my mouse over the captured land, it says 100% Viking (me) and 0% Japanese. I've been waiting for that pop-up message that tells me that the city wants to rightfully join the Jap Empire but instead I got messages saying they wanna join the English and Egyptian Empires instead.

Please help out!
 
AIs are unlikely to accept cities in which you already have a strong Cultural Influence, in this case 100% vs 0%.
OTOH, you could liberate some of the cities you took from Toku before vassalizing him.
 
Also, once the Japanese were to gain enough land mass do they not become free from your rule (un-vassal) as it were?

It seems that I read something about this somewhere here at civfanatics(not searched) that they need to gain 50% land mass to gain freedom from their master civ, even if that civ is the AI.:)

Okay! Thanks everyone. I knew it was a cultural issue.

I never "took" any city from Toku. It was after Japan became my vassal state that some of his cities closest to my borders began switching sides with me because my cultural influence was just that strong. That's when I traded toku and gave him back the cities that switched sides.
