It depends on your definition of "large".
Your cities should be able to grow to size ~42, depending on resources and terrain, if your entire city radius is filled with farmland, the city has a Supermarket and you're in one of the higher forms of government.
After that, it's possible to grow cities even larger with the use of food caravans.
