How to make difficulty levels stick with scenarios?

Thanks in advance for any advice. I've been able to figure out most everything on my own about Civ3 with the help of this site and messing around, but I cannot for the life of me, figure out how to take a scenario and make the difficulty level stick. It always reverts to Regent.

Here's the issue. I have a custom map and want to play it Multiplayer, Internet with a group of people and some AI civs. I've gone into Civ3C's Map editor (once the map was created) and checked Scenario, Custom Rules. This allows me to edit the rules of the game. I click Rules, General Settings and set the "AI Default Difficulty Level" to Emperor (or SID or anything). I save the .biq file in my \..\Civilization III Complete\Conquests\Scenarios directory and then launch the multiplayer game and load the scenario. Everyone joins and we are able to play, but it is still Regent.

I tried another thing to make this work. Once in the Civ3 editor, I click Scenario, Custom Player Data and then click on Scenario, Scenario Properties and then select the Players tab. On the Difficulty Level dropdown, I make every player (Human or AI) the same level as on the AI Default Difficulty Level that was on the General Settings Tab (in this case Emperor). This still didn't work. The difficulty still reverts to Regent.

Can anyone tell me what I'm doing wrong? Thanks again in advance. This site is a wonderful source of info for the richest RTS game I've ever played.
 
I posted the exact question only a few hours ago. Tried everything but nothing seems to work. Even editted the save game using C3MT but that doesnt seem to have made a difference. :(

That is a great idea! I will try that.

I wonder if I'm going about this the wrong way, I mean other people have probably wanted to do the same thing if you can't find enough people to play online and need some competition from the AI. You think there'd be an easier way to do it with a customized map or mod.

Anyway, I'll try to modify the rules for Regent Level, I know exactly what you're talking about, and see if it works, thanks again Surtur.
 
Thanks to Surtur, and if anyone else is curious... if you have a scenario or a custom map and you want to play it multiplayer, but need a couple extra AI Civs for competition, you can make it work by changing the rules definition of what Regent is.

Open your mod, map or scenario and make sure Edit Rules is on (Click Scenario, Custom Rules). Then click Rules, Edit, Difficulty Levels. Change the Regent settings to match whatever the default Emperor, Sid, Chieftan or whatever level you want to play.

Scenarios seem to start in Regent no matter what you do, but if you redefine what Regent is you can achieve any level you desire.
