How to move Strat resources from one island to another??

OK... I discoved Steam Power, but have no coal on my main island to build RR with. On a nearby island I did discover some coal. I build a city near the coal, built the road to the resouces, etc...

This coal shows in the cities Strat Resource area, but not an any cities on my main island. I do have clear ocean between them and ship to act as a shipping lane. Am I missing something??

need a harbor on the island and the cont u want to move the resrce to. Airports work as well.
