How to start a war

I have spent a lot of time developing my skill at pushing another civ to war with me, but is it possible to incite a war between two other civs aside from declaring on one, making an MA and the pulling out and defending? I want to remain completely out of this, but unfortunately I can't find a way.

No guaranteed method. But you could settle a city right on the border of civ A, and give it to civ B. Make sure that civ B has a much lower power than civ A. Thing is there is a good chance that this will not work.
