I believe the emergencyproposals still operate more or less as they did as emergencies in R&F: 1) said event must happen (read: natural disaster), which triggers 2) the possibility of the game to allow you to propose an emergency call for aid for that turn, and only that turn. That is, there is no guarantee that every time you suffer an emergency that you will be able to propose the aid request to WC.
I think the designers were thinking that if civs could declare emergency proposals after every disaster, the game would be choke full of them at the same time, whicheould be a hairy mess for the AI.
