How unique are AIs outside of agendas?

Teddy seems very aggressive whenever he's shown up in my games. I'm currently playing a game as Pericles and he's stomping all over the Black Queen. I only have Vanilla though, so I only have 1 TR

I believe the leaders with terrain oriented agendas (Victoria, Dido) will actively try to settle what they are meant to settle, though I've seen Pachacuti seettle A LOT of useless land tiles with no access to fresh water.
