How would I get started adding art for a unique Governor

I used this guide for learning how to add icons to the game. Since governors seem to be made up of only textures as well, it should work very similarly:

Thanks for that. I'm starting to think this is just too far out of my skillset. I've done lots of modding in other games but this particular process just totally overwhelms me. Maybe one day when I have an entire weekend to kill troubleshooting it.
