Playing as Russia, I ended up in some tundra surrounded by peaks. I build 4 cities, 2 on flood plains near wheat, one next to some fish, and they all had horses. The problem is I only have gold and gems as luxury resources in my little corner of the world, including the 2 city states.
Is this common on huge maps, that you only start near a few resources? I have plenty of iron and horses, but the third luxury resource I can find is incense a ways off beyond my peaks, near another civilization. I think luxuries are clustered, and on a huge map, that means you will only get a few of them per game. Add that to how sparsely populated a huge map is, and you can run into significant happiness problems.
Or it could be a fluke. But as some resources seem to prefer temperate zones, and others jungles, I worry it isn't.
