Hurry Production

I just can't see why hurry production require one or two citizen. Not like Civ 2 , its cost only money instead. I've saved a lot of money during the game, and wanted to rush one production, but i can't since i only have one citizen in that city !! Damn it !@

You just need to change to a government type that lets you hurry by using cash instead of whipping the populace. I believe those types are Monarchy, Republic, and Democracy
