What do you mean when you say that guilds are a total waste of time? Are you talking about the wonders or the civic? I was under the impression that the Guilds Civic was basically a must-have for the infernals because it allows them to turn their manes into unlimited specialists.
Sorry, I must clarify: By guilds I mean Stoneforge and Masquerade, Fabricaforma, ect...This is all stuff from fall further, and may not apply the same for the original Ffh. By urban development, I meant the emphasis on building cities with lots of buildings in them. Some buildings end up being completely useless, like aqueducs, wells, smokehouses, ect... while other like herbalist and infirmary give you a heal rate bonus, but I personnally find them to be white elephants with little or no merit other than providing a little extra support for cities that frequently fall under siege.
