Hyborem's Whisper... How does it work

Hey guys

Which of Hyborem's units can cast this spell, and how does it work? Do you simply get a list of all AV cities and pick one? Or do you have to send a unit into the city?

When I used it (a couple patches ago) it gave me a list of 3 cities. None of which were the AV capital. :/

Same for me, none of which were the AV founding city.
