I am making my own mini balance mod. How can I automatically update new version with my changes?

I made my own mini balance patch to cbp and having to make same changes every time new version comes out is becoming very tedious.
What I want to know is if its is possible to make a mod that will update new version of Vox Populi with my changes so i can just load it as another mod in civ mod menu.
If i were to add 200% gold and faith on kill for Aztecs instead of usually 50/100(?) how can i make a mod that will adjust those values for me without actually changing files in CBP?

You have to make a separate mod that modifies those values and loads after VP.
For balance changes you need just sql files.
