But twice in same game Aztecs incited riots.

I've had units bribed before by AI, but I didn't think they could incite riots- much less against another AI and doing it twice?

I don't have any experience with AIs building diplomats, but I have seen AI cities spontaneously rebel and join me. Caesar is just careless in letting his cities slip into disorder. When that happens, they may look around and join the empire of the nearest city.

That's the puzzling thing, the message is not from admiration:

    • Fourth and finally: if there is an admired city, and it's owning Civ is different from the rioting city's owning Civ, then the rioting city subverts to the admired city's Civ: "Residents of <rioting city> admire the prosperity of <admired city>" -> <admired civ> capture <rioting city>...[/QUOTE
 
When city is admired, after admiration message you get normal bribing routine with this 'Civ rebel! etc.' message (or 'declared independence', if somehow it was triggered by a happy barbarian city). But 'admired' message itself is shown only if city was admired by a human player's city. So yes, some culture flips from one AI to another. Very rare indeed.
 
I recently had one of MY cities flip to the AI's side, which is an even rarer occurrence. Unfortunately, I was so surprised by it that I forgot to take note what message I got...

LOL great now you're making me think if I ever remember my cities converting over. There's some shadow in the back of my mind saying yes, but I don't think it has...
